The Activation Area and First-Phase Execution

Given Dholera’s scale, development began with a focused first phase called the Activation Area, covering about 22.54 sq. km under TP 2A and TP 4A. This became the first demonstration zone for industrial, residential, and commercial development. The government states that trunk infrastructure in this Activation Area has been developed.

A city-region of Dholera’s size could not be built all at once. The solution was to identify a first operational zone where infrastructure could be delivered in a concentrated, investment-ready format. That zone became the Activation Area, one of the most important milestones in Dholera’s history because it marked the move from broad regional planning to on-ground execution.

The official FAQ states that Dholera’s Activation Area covers around 22.54 sq. km and lies within Town Planning Schemes 2A and 4A. This first-phase zone was designed as the initial core from which development could be demonstrated, tested, and expanded. In other words, instead of trying to activate the whole 920 sq. km region simultaneously, Dholera adopted a phased model. This was strategically sound: it reduced initial complexity, focused capital deployment, and helped create tangible progress in a manageable geography.

The Activation Area is important not only because of its size, but because of its mix. Official descriptions indicate that it includes land for industrial, residential, and commercial purposes. That is a notable planning choice. It suggests that the first phase was not intended as a single-use industrial enclave, but as the first integrated urban-industrial nucleus of the future city. This is consistent with Dholera’s larger identity as a smart city that combines work, logistics, governance, and urban services.

The strongest official statement about this phase is that trunk infrastructure in the Activation Area has been developed. This is a decisive historical milestone because trunk infrastructure is what makes land actually usable. Without it, plans remain speculative. With it, a city can begin to operate. In infrastructure-led development, the first phase is often the most important because it establishes market credibility. It demonstrates that roads, utilities, water systems, drainage, and service corridors are not merely promised, but executed.

The planning page adds another revealing detail: construction in an area of 2250 hectares has been initiated for industrial and residential zones. This reinforces the idea that the project has passed beyond desk-stage planning and into field-stage implementation.

Historically, the Activation Area represents the beginning of Dholera as a physical place rather than just a policy narrative. It is the point where investors and observers can begin measuring the project by completed works, serviced land, and operating facilities. This matters immensely in large development projects, because the first phase creates the credibility that later phases depend on.

In the broader journey of Dholera, the Activation Area can be understood as the first practical answer to a simple question: where exactly is the city beginning? By answering that question with a defined geography, actual trunk works, and a mixed-use planning logic, Dholera entered its execution era.
